Turnkey means the client signs once and receives a finished building. No separate structural contract, no gap between the finishing contractor and the MEP contractor for someone to fall into, and no argument at the end about which package a defect belongs to.
It suits owners who do not want to run a construction project themselves, and clients who value a single point of accountability more than the marginal savings of splitting packages. What you get at the end is a building that has been tested and documented, not just finished.
EPC stands for engineering, procurement and construction. On an EPC turnkey contract, one contractor carries all three and hands the owner a finished building that has been tested and documented. You sign once, and one company answers for the programme, the budget and the defects.
On our jobs, engineering means buildability and design review, shop drawings checked against site conditions, and technical queries closed with the design team before a trade reaches site. Procurement starts with a procurement strategy agreed before mobilisation, and materials are inspected on delivery against the approved specification. Construction runs structure, envelope, finishing and MEP in sequence under one site team, followed by system testing, commissioning coordination and a single handover file.
EPC turnkey solutions make most sense when the owner cannot run the site. That covers clients living abroad who are in Lebanon a few times a year, and families building one villa or residential building who have never managed a structural contractor, a finishing contractor and MEP trades at the same time. One contract covers design coordination, purchasing and construction, so there is one company to call when a delivery is late or a defect shows up.
It is the wrong contract when the owner already has a contractor on site or wants to buy the finishes directly. We then take a single package, such as general contracting or finishing works, and coordinate with whoever else is on the job.
